Reminiscences of Admiral John Briggs Hayes, USCG (Ret.) Commandant United States Coast Guard, 1978-1982, 1985 Oct. 8-9.

Hayes reminisces on his long and distinguished career with the U.S. Coast Guard that culminated in his appointment as commandant (1978-1982) during the administration of President Jimmy Carter and ending during Ronald Reagan's first term, when Hayes fought and won numerous battles with the U.S. executive branch over the very existence of the Coast Guard. These tumultuous years are described in great detail and giving insight to the workings of the Coast Guard, the federal budget process, and both Carter and Reagan's presidential administrations. Other topics include Hayes experiences during the Korean and Vietnam wars, and Coast Guard training, teaching, leadership, organization, and budgeting and planning.
